D.C. Releases Two Redevelopment Concepts for Boys and Girls Club in Hill East
Mayor Muriel Bowser has announced two competing proposals for the redevelopment of the former Eastern Branch Boys and Girls Club building in Capitol Hill East, according to a recent report from Washington City Paper.
The site, which is located at 261 17th St. SE near the Stadium-Armory metro, has been vacant since 2010. The D.C. government attempted to redevelop the property back in 2014 under Mayor Vincent Gray’s leadership, but Muriel Bowser’s administration hit pause after residents spoke out against proposals.
The Deputy Mayor for Planning and Economic Development Brian Kenner put the site up for bid again this past April after receiving resident input. Now, Kenner’s office is weighing two development options. One would be a senior co-housing space and the other would function as an apartment complex with family-sized units. Both of these proposals lay out plans to preserve the character of the building and include affordable units.
The senior co-housing proposal, submitted by Century Associates, Eco Housing Corp., and Keystar Real Estate includes 29 independent living residences comprised of six one-bedrooms and 23 two-bedrooms. It will also offer two caregiver apartments and a central common house.
The apartment project proposal, submitted by Morningstar Community Development, MCN Build Inc., and Cox Graae + Spack Architects, would include 31 units and feature onsite parking and additional spaces for community use. There would be 20 one-bedroom units, nine two-bedroom units, and two three-bedroom units.
