The city’s efforts to revitalize the downtown have frequently made headlines, indicating that the area may become more residential in the near future. Waukegan Public School District 60 serves the city. There are approximately 17,000 students in preschool through grade 12. Waukegan has three schools for early childhood, fifteen elementary schools, five middle schools, and three high school campuses. The Washington Campus serves as the Ninth Grade Center, while Brookside Campus houses grades 10-12. There is one Catholic private high school, St. Martin de Porres High School. Waukegan has three colleges: College of Lake County, State Career College, and Robert Morris University.

Waukegan holds several events that tourists and residents alike can enjoy. Most notably is the ArtWauk, an event that takes place every third Saturday of the month downtown. This event has a vast array of attractive features like performance art, sculptures, paintings, theatre, comedy, dance, films, and food. Likewise, HolidayWAUK is Waukegan’s holiday festival. The Genesee Theatre is a popular highlight of Waukegan. This concert hall and movie palace seats 2,400 people and hosts a variety of musical artists and shows.
